City Council Recap for July 2

PRESENTATIONS

City Council received the following presentations during last night's meeting:

Recognition of Arunyons for Bay Area Veterans’ Memorial
Mayor Pro Tem Picha read and presented a proclamation honoring and recognizing Bruce and Jenny Arunyon for their tremendous contribution to the City of Seabrook through the donations and work on the Bay Area Veterans' Memorial.

ANNOUNCEMENTS

City Offices will be Closed July 4th
Trash service will not be impacted and will run as scheduled. Public Safety will continue to provide services to the community

4th of July Kids Parade at Meador Park
Wednesday, July 4 - 10am- noon

Movie in the Park 
Celebrating the 50th Anniversary of the Moon Landing - Featuring Apollo 13 - Saturday, July 20 at 7:30pm

BID AWARDS

The following bid awards were reviewed and City Council took action as follows:

Employee Insurance
City Council unanimously approved two bid awards for Project 2019-07 to BlueCross BlueShield of Texas for Employee Medical and RX insurance and to Aetna for Employee Dental Insurance.
 
Open Space and Parks Master Plan
City Council unanimously approved a bid award to Kimley-Horn and Associates, Inc. for Project 2019-06 to update the Open Space and Parks Master Plan.


RESOLUTIONS

The following resolutions were reviewed and City Council took action as follows:

Resolution 2019-16, "TXDOT Safe Routes to School Grant Fund Application".
Council unanimously approved Resolution 2019-16, which authorizes the City to apply for grant funding through the TXDOT Safe Routes to School Grant Fund in order to construct a sidewalk from the trail head north of N. Meyer to E. Meyer, and then proceeding south on N. Meyer to trail intersection at El Mar Lane. The proposed sidewalk will be located along the east side of N. Meyer. This sidewalk will give children and parents access from the north to the schools, library, and parks.


CONTRACTS & AGREEMENTS
The following contracts and agreement were reviewed and City Council took action as follows:

Employee Insurance
City Council unanimously approved two contracts for Project 2019-07 to BlueCross BlueShield of Texas for Employee Medical and RX insurance and to Aetna for Employee Dental Insurance for the plan year beginning August 1, 2019.
 
Open Space and Parks Master Plan
City Council unanimously approved a professional services agreement with Kimley-Horn and Associates, Inc. for Project 2019-06 to update the Open Space and Parks Master Plan.
 
Interlocal Agreement
Council unanimously approved an interlocal agreement with Harris County to relocated utilities in conflict with the upcoming Red Bluff Road Improvements within the City of Seabrook.


ADDITIONAL ITEMS

The following items were discussed and reviewed and City Council took action as follows:

Utility Easement
The City Council unanimously approved the acceptance of a fifteen foot (15') utility easement from Mary Garza to the City of Seabrook for Lot 27 Baywood, Ritson Morris Survey, Abstract 52, Harris County, Texas (609 Baywood Drive) so that publicly owned utilities can be maintained in the area.


FUTURE MEETING DATES & AGENDA ITEMS
City Council will participate in a Special Joint Meeting with the Planning & Zoning Commission at 6:00pm on Tuesday, July 16, at 6:00pm in Seabrook City Hall Council Chambers.
 
The next regular City Council meeting will be held on Tuesday, July 16, 2019, at 7:00 p.m. at Seabrook City Hall Council Chambers.  
 
A special meeting to review the City’s CIP Plan will held on Tuesday, July 23, 2019 at 6:00 p.m. at Seabrook City Hall Council Chambers.    
 
The City Council will participate in Budget Workshops on July 30, July 31, and August 1, 2019.
