Progress Report – Leader In Me Program – Bay Elementary
Deborah Laine, CCISD Education Foundation and Debbie Johnson, CCISD, Bay Elementary Principal, along with 5th grade students Addison Williams and Elouise Reyes presented an update of the Leader In Me Program at Bay Elementary. The summary of the program can be viewed here:
BID AWARD
City Hall Roof and Vertical Components Painting Project 2021-02-327
By unanimous vote the City Council awarded a bid to Geofill Construction for the City Hall Roof and Vertical Components Painting Project No. 2021-02-327, and authorizing the City Manager to negotiate, approve and sign a contract between the City of Seabrook and Geofill for Project 2021-02-327, in an amount not to exceed $35,280.00.
BOARDS AND COMMISSIONS
Board of Adjustment / Building Standards Commission
By unanimous vote, the City Council approved the reappointment of Sue Thomey as a regular member to the Seabrook Board of Adjustment / Building Standards Commission for a term to expire January 1, 2023.
Ethics Review Commission
By unanimous vote, the City Council approved the appointment of Guy Rodgers from an alternate member to a regular member of the Seabrook Ethics Review Commission for a term to expire October 31, 2021.
Houston County Subsidence District Board of Directors
The City Council unanimously voted to appoint Steve Gillett to the Houston County Subsidence District Board of Directors for a two year term beginning January 31, 2021.
ORDINANCES
Ordinance 2020-28, "Revision to Personnel Policy Social Media Policy".
City Council unanimously approved Ordinance 2020-28 on second reading to update the personnel policies regarding social media usage for City business and for personal business.
RESOLUTIONS
Resolution 2021-01 Release of Easement
The City Council unanimously approved Resolution 2021-01 to release an easement for the fair market value determined in the sum of Forty-Four Thousand Nine Hundred Sixteen and No/100 Dollars ($44,916.00) located from Red Bluff to the Harris/Galveston County line that is necessary for the Highway 146 Expansion Project.
Resolution 2021-02 Emergency Sick Leave and Emergency Family Medical Leave Policies
By unanimous vote, the City Council approved Resolution 2021-02 to allow eligible employees to take time off work to care for children whose daycares and/or schools are closed due to the COVID-19 virus and/or to recover from or quarantine because of exposure to the COVID-19 virus.
Resolution 2021-03 Coastal Texas Protection and Restoration Feasibility Study Draft Report
City Council unanimously approved Resolution 2021-03 to require that any final engineering and design of the Clear Lake Gate System and Pump Station be given further review to limit real estate acquisition or impacts to parcels in the City of Seabrook given the non-structural impacts already anticipated to the city’s east side with the preliminary design, to require that the Clear Lake Gate System and Pump Station and associated infrastructure during preconstruction engineering and design take into account surrounding residential and commercial sustainability with any induced effects of the infrastructure in the system’s overall protection, to require that more review and direct communication with city officials be a commitment in the preconstruction engineering and design phase to work in coordination with not only SH 146 Expansion project but with local development plans, and to require that if authorization and funding is approved for this project, that the City of Seabrook shall not be burdened with any unfunded mandates or actions resulting in the loss of sales tax due to the loss or relocation of businesses.
UPDATES
MAY 1, 2021 General Election
Robin Lenio, City Secretary, informed Council that the Seabrook residents who normally work elections for the City are not able to work the May 1, 2021 General Election; therefore, the City is asking that if Council members know anyone who would be willing to serve as an Election Judge, an Alternate Judge, or an Election Clerk, to please have those persons contact the City Secretary at rlenio@seabrooktx.gov or 281.291.5663. Also, the candidate packets are now available in the Office of the City Secretary for anyone thinking about running for a City Council position in May 2021. Please call or email the City Secretary to make an appointment to pick up a packet.
