The Seabrook Economic Development Corporation offers several programs to entice businesses to consider our city as a prime location for expansion and development.  Be sure to download and review our Economic Development Incentive Policy as this document provides the guidance needed for consideration.

For any incentive consideration, please download and complete our Seabrook Incentive Application. The incentive programs we offer include:

Demolition Grant

What is it?
Designed to encourage property owners to remove derelict / vacant structures and clear property for new development.

How does it work?

Applicant must be the property owner and submit plans / cost estimates for the removal and clearing of structure / property.

Who qualifies?
Business property owners in the city limits and within one of four Empowerment Zones.

How do I apply?
Complete an application (below) and review with City staff.

Neighborhood Empowerment Zones

What are they?
A defined geography within the city’s commercial corridor by which incentives can be granted to new construction projects or rehabilitation projects. 

How does it work?
Neighborhood empowerment zones can be used to provide one or more of the following: (1) waive building, inspection, or impact fees; (2) enter into sales tax rebate agreements lasting up to ten years; (3) enter into property tax abatement agreements lasting up to ten years; and (4) set baseline performance standards to encourage alternative building materials that address environmental or energy consumption concerns.  

Who qualifies?
Businesses locating in the city limits.

Sales Tax Rebates


What is it?
A rebate of the applicants portion of the sales tax received by the City.

How does it work?
The City collects 2% sales tax on any taxable retail sale made in the city limits and the funds are allocated as follows: 1% to the City's general fund; 0.5% to the Economic Development Corporation; and 0.5% to the crime district / crime prevention. An applicant may apply for a rebate of their contribution towards the 0.5% Economic Development Corporation portion. The City may pay any rebates based upon the confidential sales report received from the State of Texas Comptroller's Office after receipt of actual sales taxes by the City.  

Who qualifies?
Businesses located in the City of Seabrook in a Neighborhood Empowerment Zone.

How do I apply?
Complete an incentive application and review with City staff.

Storefront Façade Improvement Grant


What is it?
Created to encourage the renovation of existing storefronts / retail centers.

How does it work?
Applicant must either be the property owner or have express written consent from site owner for proposed renovations.  Must provide plan and budget for project.  Program pays on a reimbursement system.

Who qualifies?
Business property owners / businesses in the city limits and within one of four Empowerment Zones.

How do I apply?
Schedule meeting with City staff to review and provide outline of budget and site plan.

Chapter 380 Agreements


What are they?
Chapter 380 Agreements – allows for loans / grants to stimulate business and commercial activity.

How does it work?
Agreement can take many forms: sales tax rebates, loans, infrastructure improvements, property exchange…

Who qualifies?
Business locating within one of four Empowerment Zones.

How do I apply?
Complete an incentive application and review with City staff.
