Mayor & City Council
City Council meetings are held at City Hall at 1700 1st Street on the first and third Tuesday of each month at 7:00 p.m. unless otherwise indicated. Council agendas are posted on this website and on the bulletin boards at City Hall at least 72 hours prior to meetings, as required by the Texas Open Meetings Act.
Council members are elected at large and serve the entire city, not a geographic precinct, for four-year terms. The mayor pro tem is appointed annually by fellow Council members. City Council positions are not full-time jobs.

Mayor Thom Kolupski
Mayor Thom Kolupski was elected as Mayor on May 6, 2017. Mayor Kolupski has been a Seabrook resident for 18 years and is the owner of an Architectural/Engineering Project Management firm.

Position 1, Ed Klein
Ed Klein serves as Councilman for the City of Seabrook in Position One. He was elected in May 2018. Ed has been a Seabrook resident for 15 years.

Position 2, Rob Hefner
Rob Hefner was elected to At-Large Council Position in May 2021.

Position 3, Jeff Larson
Jeff Larson has been a Seabrook resident since 2004 and was elected into office in May 2018. Having grown up North Dakota, he loves the culture of Seabrook where neighbors meet in every store or restaurant.

Position 4, Michael Giangrosso
Michael Giangrosso was elected to At-Large Council Position 4 in May 2021. Michael Giangrosso has been a Seabrook resident for over 14 years.

Position 5, Mayor Pro Tem, Buddy Hammann
Buddy Hammann was elected to At-Large Position No. 5 in May 2018.

Position 6, Joe Machol
Joe Machol was elected to Seabrook City Council in July of 2017 during a special election and has been a resident of Seabrook for 50 years.
