SPECIFIC PUBLIC HEARING
Amend the code of the City of Seabrook/Comprehensive Zoning
The City Council conducted a public hearing on a request to amend the code of the City of Seabrook Appendix A, "Comprehensive Zoning”, Section 1.10 "Definitions", by creating a definition for "(CBD) Cannabidiol Sales"; and amend Appendix A, “Comprehensive Zoning”, Article 3, “Establishment of Zoning Districts and Associated Regulations”, Section 3.15 “Comprehensive Land Use Regulation Matrix” by adding "Cannabidiol (CBD) Sales" as a "Use by Right" within a (C-2) "Medium Commercial District", (C-3) “Heavy Commercial District” and (LI) “Light Industrial District”. No speakers came forward to speak for or against the proposed change.
ORDINANCES
Ordinance 2023-16, Establishing Definition of (CBD) Cannabidiol Sales
The City Council unanimously approved on first reading of Ordinance 2023-16, “Establishing Definition of (CBD) Cannabidiol Sales” and Permitted Districts of Use.
Ordinance 2023-18, Personnel Policies for Employee Assistance Program and Holidays
City Council unanimously approved Ordinance 2023-18 on first reading to amend and update the City of Seabrook Personnel Policies for Employee Assistance Program and Holidays.
Ordinance 2023-19, Calling a Special Bond Election
City Council unanimously approved on first reading of Ordinance 2023-19, “Calling a Special Bond Election to be held within the City of Seabrook, Texas; Making Provisions for the Conduct and the Giving of Notice of the Special Election.
OTHER
Contract Renewal
The City Council unanimously approved the renewal of a contract between the City of Seabrook and the Bay Area Houston Economic Partnership (BAHEP) for consulting and ancillary economic development services beginning October 1, 2023, and ending September 30, 2026, in a base amount of $20,000.00 annually.
Cost Share Agreement
By unanimous consent, the City Council approved on a Cost Share Agreement between the City of Seabrook and Lakewood Yacht Club for the division of costs for the rehabilitation of Lakewood Yacht Club Drive, in an amount not to exceed $75,000.00 contributed by each party to the agreement and authorize the City Manager to execute agreement.
UPDATES
City Manager Update
Gayle Cook, City Manager, updated and reported to the City Council on various items that require no action, including Recap for Seabrook Boards and Commissions, SH 146 Expansion Projects, Port of Houston Rail Spur, Gulf Coast Protection District, City of Seabrook CIP Projects, and any City of Seabrook Grant Administration.

- There will be a Special City Council meeting at 6:00pm on Tuesday, August 8, 2023, in Council Chamber.
- The next regular City Council meeting will be held at 6:00pm on Tuesday, August 15, 2023, in Council Chamber.
- There will be a Special City Council meeting at 5:00pm on Tuesday, August 22, 2023, at the Public Works and Animal Control Complex.
