The Seabrook Police Department is proud to announce the promotion of Officer Dan Kirby and Officer Jason Emerson to the rank of sergeant. The promotion ceremony was held on Tuesday, July 1, 2025, during the regular city council meeting, where Chief Rolf Nelson addressed officers, staff, and family members in attendance.
In his remarks, Chief Nelson emphasized the significance of leadership and the responsibility that comes with the role of sergeant.
“You are no longer just officers—you are leaders,” said Chief Nelson. “What you model, others will follow. What you tolerate, others will accept. You now shape the culture of this department and write its future with your actions.”
Both Sgt. Kirby and Sgt. Emerson were recognized not only for their outstanding service and dedication to the department, but also for their continued commitment to upholding the values of professionalism, empathy, and integrity in law enforcement.
Chief Nelson also took a moment to thank the families, mentors, and loved ones who have supported these officers throughout their careers.
“This moment stands as a testament to your dedication, your grit, and the leadership you’ve already shown in the face of challenges,” Chief Nelson said. “You didn’t arrive here by chance—you earned this.”

To our newly promoted sergeants: this moment stands as a testament to your dedication, your grit, and the leadership you’ve already shown in the face of challenges. You didn’t arrive here by chance—you earned this with every choice to do the right thing, even when it was the hard thing.
Behind each of you stands a support system—families who stood by you, partners who kept the home front strong, mentors who shaped you, and communities that believed in you. We honor them, too, for walking this journey with you.
The badge you wear today carries a new weight. You are no longer just officers—you are leaders. What you model, others will follow. What you tolerate, others will accept. You now shape the culture of this department and write its future with your actions.
This city will look to you in their most vulnerable moments. Your voice will be the one that steadies the storm, and your presence the one that restores peace. In those moments, remember what brought you here—not just strength, but heart. Not just authority, but empathy. That’s what true leadership looks like.
So today I challenge you: lead with courage, mentor with wisdom, and serve with unwavering integrity. The future of our department isn’t somewhere far off—it’s standing right here in this room.
