Notice of Rate Adjustment
Effective October 1, 2025
Beginning October 1, 2025, Waste Management of Texas, Inc. will implement a 3.31% rate adjustment for sanitation services in the City of Seabrook. This adjustment is based on the Consumer Price Index (CPI) and fuel costs, as outlined in the City’s existing contract for waste collection and recycling services. The annual adjustment ensures Waste Management’s operating costs remain aligned with market conditions while preserving cost recovery for the City.
Billing Timeline
- Residential & Light Commercial: The first bill reflecting the new rates will appear in the October 15 – November 15, 2025, billing cycle.
- Commercial Dumpster Service: The First bill reflecting the new rates will appear on October 1, 2025.

The City of Seabrook contracts with Waste Management for trash and recycling services. Waste Management uses Automated Side Loader (ASL) trucks for residential waste and recycling collection. These trucks are fully automated, safer, and quieter for a more dependable, reliable recycling cart service.

Holiday Schedule
Waste Management will not collect trash or recycling on the following holidays. Your items will be collected on your next, regular scheduled collection date.
- New Year's Day: January 1, 2025
- Thanksgiving Day: November 27, 2025
- Christmas Day: December 25, 2025
Waste & Recycling Service
Waste is collected twice per week and recycling is collected once per week.
Cart Placement
Place your carts at least three (3) feet apart from any obstacles (trees, cars, mailboxes, etc.) to allow the automatic arm to lift and empty the carts. Place the wheels of the cart toward your house.
Have your cart at your curb by 7 a.m.
Waste Cart
The lid must be securely closed. This ensures that litter is not blown in your neighborhood and that all disposed of items are secure. No waste or recyclables left outside your cart will be collected. Bulk, yard trimmings, or excess waste will be collected on your scheduled bulk collection day.
Recycling Cart
Please place all recyclables in the green cart with the yellow lid. Recyclables should be loose inside the cart, not bagged. Additional recyclables outside the cart will not be serviced. Existing recycling bins will not be picked up and can be used as personal bins in the garage or utility room.

Sharps Disposal
Needles and syringes from a household or other place of lodging, such as a motel or hotel, are not considered medical waste. But they should be disposed of with care. For your safety and that of your family, as well as that of custodial and sanitation workers, we strongly encourage you to follow the recommendations from the Texas Commission on Environmental Quality (TCEQ) when disposing of needles, also known as “sharps.” Always exercise caution when handling sharps of any kind. You should also be aware that syringes, needles, and lancets are not recyclable: do not put them in a recycling bin.

Missed Collection
Despite their best efforts, Waste Management occasionally misses scheduled collections. If they do, contact them directly at www.wm.com or by calling (800) 800-5804 as soon as you can. They will try to return on the same day to pick up your waste or recycling. If the driver has already left your area, they will pick up what we missed the following day.
Yard Waste & Bulk Collection
Yard waste is collected at the curb every other week on the same day as Bulk Collection. Yard waste is not to exceed two (2) cubic yards per collection. Important! For the safety and protection of our employees and equipment, branches and tree trimmings must be no greater than six inches (6”) in diameter and be cut into four-foot (4’) lengths and tied into bundles weighing no more than fifty pounds (50 lbs). Containers must have all trash bagged.
Bulk collection will be collected at the curb, every-other-week, with a limit of two (2) items. Bulk pick-up happens on your scheduled collection day. Moving boxes must be broken down and put out on this day. Bulk trash consists of appliances, furniture, mattresses, carpet, (cut in 4-foot lengths), lawnmowers, etc. Appliances that contain refrigerant must be drained and tagged by a certified refrigerant recycler prior to disposal.

Dumpster Rentals
Temporary roll-off dumpster rentals are available from Waste Management to City of Seabrook residents for various construction, commercial, and residential needs. Visit their website to learn more and schedule a drop-off/pick-up for your next project.
Household Hazardous Waste (HHW)
"Hazardous waste" refers to products containing hazardous components that are flammable, corrosive, toxic, or reactive. To properly dispose of HHW, please make an appointment at the Harris County Household Hazardous Waste Collection Facility.

The Harris County HHW Facility is open to the public on Tuesdays, Wednesdays, and the 2nd and 4th Saturdays of each month.
The facility is closed the weeks of Thanksgiving, Christmas, and New Years.
