Transforming Seabrook’s Waterfront for the Future
The City of Seabrook is planning the future Bayside Park Expansion, a project that will transform the former wastewater treatment plant site at 715 Main Street into a public park space designed for recreation, nature education, and community gatherings.
The project also includes improvements along Main Street to enhance walkability and strengthen the character of Old Seabrook.
Bayside Park was recognized by the Houston-Galveston Area Council (H-GAC) through its Parks and Natural Areas Awards Program for excellence in parks planning and design.

The Bayside Park Expansion project is designed to
- Transform the former wastewater treatment plant into usable public park space
- Create opportunities for nature access and hands-on ecological learning
- Use native landscaping to conserve water, reduce maintenance, and support storm resilience
- Improve drainage by regrading the site to reduce debris buildup after storms
- Design park features with storm surge conditions in mind
- Integrate the park with Main Street streetscape improvements to strengthen the area’s sense of place
What Is Planned for Bayside Park?
The conceptual plan includes a mix of open space, gathering areas, and educational elements. Planned park features may include:
- A shaded pavilion designed to support outdoor learning and small events
- Open lawn and plaza areas for flexible use
- Nature play features
- Educational signage related to local ecology
- Native coastal prairie and shoreline plantings
- A wetland overlook area
- Promenade-style walkways
- Seating and shaded spaces throughout the park
Main Street Streetscape Improvements
In addition to park development, the project includes improvements along the Main Street corridor intended to enhance pedestrian safety and comfort. Planned streetscape improvements may include:
- Wider sidewalks
- Improved crosswalks
- Lighting upgrades
- Bump-outs and pedestrian safety features
- Trees, shade structures, and site furnishings
Environmental Restoration and Native Landscaping
The project places a strong emphasis on restoring the site’s natural features. A survey conducted through the Galveston Bay Estuary Program identified invasive vegetation along the shoreline. The Bayside Park concept includes restoring native habitat through:
- Native grass plantings
- Vegetated shoreline improvements
- Coastal prairie restoration
These elements are intended to improve erosion control, support wildlife habitat, and reduce long-term maintenance needs.
Storm Resilience and Sustainable Design
Because the site is vulnerable to flooding, storm resilience has been a key part of the planning process. Design strategies include:
- Elevating major park features, including the pavilion and plaza
- Using removable sail shades that can be taken down before storms
- Regrading the site to prevent water from pooling and collecting debris
- Using durable materials intended to withstand flood conditions
- Planning for a mobile, trailer-based restroom facility that can be relocated ahead of severe weather
Community Input and Project Partnerships
Bayside Park was shaped through collaboration with local stakeholders, including residents, business owners, environmental organizations, City staff, and community partners.
A stakeholder group participated throughout the planning process and provided input during each phase of the conceptual design.
Supporting Old Seabrook
Bayside Park is intended to serve as a community destination that supports reinvestment in Old Seabrook.
The project also reflects efforts to strengthen Main Street and support local businesses by improving public spaces and enhancing walkability.
Project Status and Timeline
The Bayside Park Expansion project is currently in the planning and design process.

- Final design is currently expected to be completed in late 2026.
