Current Projects

CIP WW9

Substantially completed in January 2025, all the city's wastewater flows are now directed to the new plant. This project is the complete infrastructure retrofit of the City's Wastewater System, including the relocation of the treatment plant from Main Street to a site adjacent to the new Public Works facility. This project encompasses both phases (Phase 1: design and Phase 2: construction) of the wastewater system retrofit. The City's existing WWTP suffered significant damage during Hurricane Ike due to its location near Galveston Bay.

CIP W31

This project will replace and upgrade existing asbestos concrete (AC) water lines throughout the subdivision, increasing the capacity of water lines less than 6 inches.  This project is currently underway and expected to be complete by November 2025.  

CIP W21 - Red Bluff and CIP W16 - Old SH 146

These projects expand on the resilience of the water loop and the overall redundancy of the Seabrook water distribution system. The Red Bluff interconnect will take a new connection for redundancy from the SH 146 feed, while the Old SH 146 interconnect will provide redundancy off Port Road and the Bay Area Blvd. distribution connections.

CIP WW19

The old wastewater treatment plant on Main Street was decommissioned in 2025, and most of its components are being demolished to create a public park space. The demolition is expected to be complete in the first quarter of 2026. One lift station on the front of the site will remain and will have future facade plans as the city finalizes the design for the public park space.

CIP WW14 - Lower Todville

The Lower Todville project will replace the aerial crossing attached to the bridge and bore a new HDPE force main to allow for a more secure location of this section. This project is currently in design, and easement negotiations are underway.

CIP WW21 Pine Gully Aerial Line

This Pine Gully project will replace the aerial crossing attached to the Pine Gully bridge along Todville Road, which is subject to corrosion and storm damage. It will replace the 8" force main by directional drilling a new HDPE force main under Pine Gully and connect Lift Station No. 2 on the north side.

CIP P24

On May 3, 2025, the Bond Proposition for $4,000,000.00 to reconstruct the city's municipal pools was approved. The City Council approved a design-bid-build proposal with Landmark Aquatics, and as of October 2025, the firm is completing the full design for construction drawings.

CIP FAC25 (2023 Bond Program)

Emergency Medical Services (EMS) and Emergency Operations Center (EOC) Expansion onto Seabrook Fire Station

This project will expand and enhance the Seabrook Fire Station space to accommodate the Seabrook EMS Department personnel, including designated sleeping quarters. The expansion will also relocate the city's Emergency Operations Center (EOC) area to this building, allowing for a higher elevation. 

The final design was completed, and the City Council approved the contract bid.  As of October 2025, the project held an official groundbreaking and is fully underway in construction. The estimated completion is May 2026. 

CIP FAC35 (2023 Bond Program)

This project was approved in the 2023 Bond Program, and a proposal for a prefabricated tower will be presented to and approved by the City Council. The goal of the completed project is to install a 3-story metal fire training tower adjacent to the Public Works complex on the city's Fire Training Grounds. Estimated completion is 2026.

CIP FAC31

This project will extend the existing fiber loop from City Hall to City facilities and water/wastewater infrastructure along Repsdorph through the NASA Parkway section. In addition, the project will connect the Todville Baywood Water Meter Vault, the Pine Gully Lift Station, and the Red Oak Acres Lift Station.

Port of Houston

Construction of approximately 6500 track feet of rail at the Bayport Terminal has been completed, crossing State Highway 146 and connecting the existing rail from the Strang Rail line to within 900 feet of the Container Freight Station (CFS) Road in the Bayport Intermodal Facility.  This project is substantially complete. The City of Seabrook serves as the applicant to the Federal Railroad Administration for a Quiet Zone crossing at each intersection of SH 146.   As of October 2025, the application finalization is pending. Once approved, the rail spur will be complete, and the Port of Houston plans to start operations before the end of 2025. 

The Texas Department of Transportation (TxDOT) has announced plans for the Seabrook Boat Ramp Replacement, ensuring the ramp’s relocation at no cost to the City following the SH 146 expansion. This approximately $4 million project has progressed in design and is awaiting permitting approval from the U.S. Army Corps of Engineers.

TxDOT anticipates opening the project for construction bids around September 2026. While the City and its visitors are eager for an earlier completion, TxDOT emphasized that securing full funding—without financial impact—was necessary to advance the project. Although the positioning of the newly constructed bridge presented challenges in the site plan, TxDOT has successfully identified a solution.

The City recognizes the boat ramp's significance as a vital asset that has long attracted visitors, contributing to the local economy by supporting businesses and tourism.

This project, fully designed and funded by TxDOT, will ensure continued access for boaters in Seabrook. Stay tuned for further updates as progress continues!
