What is a Comprehensive Plan?

A Zoning Comprehensive Master Plan (often referred to simply as a Comprehensive Plan or Master Plan) is a long-term strategic document that local governments use to guide the development and growth of their communities. Typically spanning 20 to 30 years, the plan outlines the vision, goals, and policies for managing land use, infrastructure, housing, transportation, and public services. It provides a roadmap for how a community should evolve, specifying where different types of buildings, businesses, and services should be located and the kinds of development allowed in particular areas. This ensures that growth occurs in an orderly and sustainable manner that aligns with the community's needs.

A comprehensive plan typically includes several key components, such as:

  • Land Use Zoning
    • Designates areas for residential, commercial, industrial, and recreational uses.
  • Transportation
    • Plans for essential infrastructure, including roadways, public transit, pedestrian pathways, and parking.
  • Housing
    • Identifies areas suitable for various housing types, considering factors like density and development patterns.
  • Environmental Considerations
    • Ensures the protection of natural resources and open spaces, addressing issues like flood control and green space preservation.
  • Public Services
    • Ensures the community can access necessary infrastructure, such as water, sewers, schools, and emergency services.
  • Economic Development
    • Focuses on strategies to foster growth, attract businesses, and ensure the area's economic health.
  • Zoning
    • Divides the community into districts or zones based on land use and development regulations, dictating how property can be developed or utilized.


In 2022, the Seabrook City Council approved and adopted the Charting the Course 2040 Comprehensive Master Plan.

UPDATE PROCESS

The city updates the plan every 5 years to reflect changing needs, trends, and conditions. The development of a comprehensive master plan is typically an inclusive process involving public input from residents, stakeholders, and city officials to ensure a wide range of perspectives are considered in shaping the future of the community. The city’s next scheduled update is set to begin in April 2027 and be completed by October 2027.
