2026 City Council Candidates

The City of Seabrook will hold a City Council Election on Saturday, May 2, 2026. Candidates who have filed to appear on the ballot have submitted a photo and a brief biography for voters to review. Below is the list of Council candidates, shown in the order they will appear on the ballot. This information is provided as a courtesy to help educate voters. The City of Seabrook remains neutral and does not support, endorse, or oppose any Council candidates.

Candidates for At-Large Position 1

Josh DerrickJosh Derrick

I’m a longtime Seabrook resident and small-business operator who believes city government should work for the people who live here, not insiders or special interests.

My priorities: investing in parks, public spaces, and community events that improve quality of life for residents, and making thoughtful, responsible decisions about how taxpayer dollars are spent.

I’m committed to listening to all sides, asking hard questions, and making decisions transparently. I believe Seabrook is strongest when we invest in things everyone can enjoy...our public spaces, our waterfront, and the community assets that belong to all of us.

Above all, I want a city government that is fair, accountable, and focused on people first.

I've called Seabrook home since 2004. I pride myself on being involved with the community having served on the Planning and Zoning commission for nearly two terms. 

 I aim to protect the residents' interest in the trails, parks, and waterways while ensuring the city is fiscally secure. Now that funding has been secured for rebuilding the pier at Pine Gully Park, we need to focus on its timely completion. Land is dwindling everywhere; Seabrook is not immune. I will focus on thoroughly vetting land development ensuring that it is a good decision for the city and the residents. 

 Being a successful owner of multiple businesses for the past 42 years, I understand the importance of communication and having a "big picture" focus. I understand the commitment, dedication, and hard-work necessary to create a thriving business. The same principles are invaluable when it comes to protecting and growing Seabrook.

Candidates for At-Large Position 3

Aaron McGuireAaron McGuire

I have called Seabrook home since 2002. My wife and I have been blessed with five children and nine grandchildren, and I believe strong families and neighborhoods build a strong community.

I spent 43 years working in chemical plants in Operations, Research & Development, and as a Lab Technician and trainer.  During which served more than 20 years as an industrial firefighter and helped lead unit start-ups and one full plant start-up. My career taught me the value of safety, teamwork, fiscal responsibility, and solving problems under pressure.

Now retired, I’m ready to give back to the city that has given so much to my family. I am committed to responsible growth and protecting Seabrook’s

Byron HanssenByron Hanssen

Byron Hanssen is a lifelong resident of Seabrook who is proud to call this community home. Born and raised here, he attended local public schools before earning his undergraduate degree from University of Houston–Clear Lake and his law degree from South Texas College of Law Houston. He has worked in several local industries, including refineries, service, and academia. Today, he operates a small law firm and supports his family’s hospitality business, building both his career and his family’s future here in Seabrook. 

Committed to Seabrook, Byron volunteered on the Livable Centers Study, served as Chair of the Civil Service Commission, and recently the Planning and Zoning Commission. Through this work, he gained practical insight into city projects and how local government serves residents. 

He is running for City Council to preserve Seabrook’s character, encourage thoughtful growth, and support local businesses while building a strong future for the entire community.


Juan SierraJuan Sierra

I have proudly called Seabrook home for the past 16 years, where my family and I built our life in a community defined by strong neighborhoods and dedicated residents. My wife, Monica, is a dental hygienist, and together we are raising two children — one currently in college and one attending Seabrook Intermediate. After many years working in the refinery industry, I transitioned four years ago to start and operate my own business, bringing with me practical experience, accountability, and a strong work ethic.

I am not a career politician and am not affiliated with special interest groups. My priority is serving the people of Seabrook. If elected to City Council, I will approach every decision with integrity, fiscal responsibility, and a commitment to collaboration with residents and community leaders. My goal is to help Seabrook grow responsibly while preserving the hometown character that makes our city special.

Kelly StewartKelly Stewart

Kelly Stewart is a longtime Seabrook resident, community advocate, and organizer who believes strong local government starts with listening to the people who live and work here. Her civic involvement grew out of concern for transparency, safety, and accountability in local decision-making. Working side by side with residents, tradespeople, engineers, business owners, boat captains, and subject-matter experts, she gained insight into the issues that matter most to Seabrook’s future. Those conversations shaped her belief that leadership isn’t about pretending to know everything; it’s about asking the right questions and bringing the right voices to the table. Living in a community uniquely positioned near NASA, marinas, working waterfronts, and the port, Kelly believes Seabrook’s greatest strength is its people and their perspective. A strong supporter of small businesses, she understands the challenges they face and supports clear standards, fair processes, and practical tools that help local businesses thrive. Kelly promises to listen, to learn, and to represent residents with transparency, integrity, and common sense.


Melanie DeemerMelanie Deemer

I am a proud wife, mother, and lifelong Texan who believes in small-town values, personal responsibility, and neighbors working together. My husband and I chose Seabrook to raise our family because of its waterfront beauty, strong schools, and engaged community.

I earned my degree in Government from The University of Texas at Austin and began my career as a legislative aide during the 74th Texas Legislative Session, working on issues impacting families, veterans, and crime victims. I later supported state initiatives that expanded access to healthcare for Texas children.

For 27 years, I have worked for The Boeing Company supporting the International Space Station, partnering with NASA and international teams managing complex projects that require accountability, collaboration, and disciplined oversight.

As a longtime volunteer in our schools and community programs, I understand the importance of thoughtful growth, fiscal responsibility, transparent decision-making, and clear communication. I am committed to serving Seabrook with integrity, professionalism, and fact-based leadership that puts you first.
